Watching a site using backlinks and PBN

So, a site has suddenly popped into all the serps in a niche over the past few months. Content is original and good.

Our content is better.

They are outranking.

I did a standard banklink search and found little. Then did a PBN backlink search and there they all were.

URL's are spread out in everything from non-relevant to relevant sites.

Some backdate the posts .... so let's say they posted in 2019 but the blog with the backlink is wayyy back in 2016....

Some of the backlink content is ridiculously empty, 5 or 6 lines. Typical low content.

But, here they are at the top of Google out of nowhere.

I know most people on here will say wait until they get hit by Google updates .... but that's not happening.

Over the past 10 or so years I've seen sites do this and they consistently stay on top of the rankings.

So at this stage we are seriously thinking of just throwing in the "Content is King" mantra and while still upping the content just paying for PBN links.

What's the best way to approach this? Use just one test URL or go all in?

Need some serious telling off or disuasion or go for it advice.

The google review thing is insane I have gotten 2 legit verified reviews that i ask client to screenshot and observe goolge not post them, pretend like they never happened and when i sent them the image a policy message was sent . As I was browsing through the google forum a lot of ppl are getting hit with legit reviews being removed.
