Getting meta title/description placeholders to update on time

Over the last 6 months, been facing a particular challenge with a business I work for - they operate in a very fast paced and competitive market (from SEO stand point) where top positions fluctuate a lot. As we have a lot of content that updates daily on our page, we find that CTR is particularly pegged to meta titles and descriptions being reflective of content above the fold as well as showcasing the current month (eg. Services for hire - New stock available - June 2021)

To do this, we have set our page's H1 with placeholders that automatically update to the latest date (%month% for example) but have had a lot of trouble getting Google to fetch this change in a timely manner. This means that for several days of June, we will still be fighting to get rid of a May meta title - which obviously hurts rankings for us if competitors are able to update faster. This is despite the actual page title switching correctly and the H1's reading June on the page as expected.

Fetching through search console has proved pretty ineffective and unreliable, and as we run a lot of pages on the domain, the problem is pervasive so we often run out of Crawling 'budget'

Is this a challenge that other businesses face as well and how have you managed to overcome this in your own experience?

HTTP-HTTPS redirects: domain level or each URL?

Googling for answers seems to give conflicting answers here. We have a domain that has been HTTP but some individual URLs have been HTTPS (like form pages). We are about to deploy HTTPS redirect on the server to get everything going to https://www.domain.com . Do we have to go to the effort of a big 301 redirect list of all page-level URLs without Google dropping our earned page rank? One website, two properties (domains)

I wasn't sure how to frame that title so let me explain; Due to error on my part, I have ended up with, a www.xyz.com , version of my website, and one that's just xyz.com. Now I'm tracking my traffic differently on GSC and GA. I'm not sure how to feel about this. Is there anyone with a similar situation? Should I just go on like usual or are there things I need to start doing differently?
