Need help deciding between two SEO freelancers

Hello, I am looking to decide between two prospective SEO freelancers to help my small medical aesthetics clinic in a major Canadian urban centre. My site is hosted on Squarespace. The goal is to bring more clients in the door.

Both SEOs want to focus on quality on-page content. SEO1 proposes a smaller scope of project while SEO2 proposes a larger scope.

SEO1 - $99/hr

- Spent 30 minutes with me providing a general strategic overview.

- Excellent and consistent Upwork reviews, mostly for SEO audits. Seemed knowledgeable, albeit providing less information that was specific to my business than SEO2.

- Technical audit – 5-7 hours ($500-700)

- Page optimization – 2-3 pages to start ($500 per page)

- Content can be AI-generated with human edits or produced by freelancers and vetted by SEO1

- Ongoing maintenance should be minimal (3-5 hours per month and follow-up audits every 6 months)

- Squarespace is fine to use considering we are very small

SEO2 - $89/hr

- Spent 90 minutes with me, going through my Analytics and researching a competitor.

- A few good Upwork reviews with several clients that have not provided feedback. He seemed knowledgeable but was a bit more aggressive in selling me than I’d have preferred.

- Technical SEO audit is $1500-1800 and takes about 10 days

- Start with a full competitive analysis that is localized

- Optimize website content for mobile

- Recommends migrating the site from Squarespace to Wordpress (or similar) and use a dot.ca domain instead of dot.com to improve our localized SEO ($2500 for migration)

- $3000-$5000 per month to get things set up properly and quickly ($2000+ if we want to go slower). Most content creation will be done by SEO2 (though he could also outsource to save $)

- Regular maintenance and optimization should be minimal

The google review thing is insane I have gotten 2 legit verified reviews that i ask client to screenshot and observe goolge not post them, pretend like they never happened and when i sent them the image a policy message was sent . As I was browsing through the google forum a lot of ppl are getting hit with legit reviews being removed. While all this is going on i have observe a company go from 12 reviews to 65 reviews in a two month period with some stuff that dont make sense on some of them.
