SEO/keywords for local news website which only publishes Press releases

Hello everyone, this may seem counterintuitive to some Here, but what would be the best approach to SEO for a news website which does not published original content but only uses press releases it receives on a daily base.

Specifically; the news published can vary from simple 2 phrases like “major office in city X not reachable at date Y” to massive lengthy releases about upcoming infrastructure projects.

The news would Cover several cities/regions in A state and averages at 7-11 news a day.

Due to the nature of the press releases being so widely different in what they Cover (bureaucratic information, political statements, event reports, job ads..) but are localised only in a specific region it was easy to set up specific city names as general category pages - however it’s very difficult to create fitting keywords based of a press release from the city which just informs that street so and so is locked for consttuction for cars for example. and due to the nature of some press releases repeating themselves its also hard to not repeat keywords even assuming an engaging one was found.

are there any tips which could be used to getting inspired? a first success was managed to reach a top 5 search result for the website when looking up news for the state - but this started the hunger to be high ranked for each "news individual city" as well - even when some report less than others.

Clients site has a weird issue with 302 redirects that I haven't seen before.

Site is in Drupal, hosted on Amazon CDN & Cloudflare. So here's a quick breakdown: The site itself works normally. It's a bit dated, but you can click on links and navigate around as you'd expect. Seeing no obvious issues, I run a Screaming Frog crawl to begin my audit. Only 5 pages were picked up by the crawl which was super weird, since all internal links are regular html and there shouldn't be any issues. So I go through the site and manually collect a bunch of URLs, which I submit to SF again as a list. Every single link bar the 5 originally crawled return a 302, with the 'redirect' pointing back to the home page. Except as I said, those pages don't browser redirect. Browser side, they work fine. I guess they redirect the crawl bot though, since the rest of the site is functionally invisible. Other tools I've looked at say that the pages return simultaneous 302 and 200s, which doesn't make too much sense. These 302s are also old enough ...
