opinions about positioning the focus keyword and h1 tag in the eyebrow headline

Thoughts on the seo practice of a homepage (and all other pages on the website that have specific keywords) focus keyword positioned in the 'eyebrow headline' and assigning this eyebrow headline with the h1tag? This approach is being used so the main headline (larger font size, weight etc.), which would be assigned h2 tag, can be used moreso as a marketing headline that doesnt have to include the keyword.

GMB territory inching with service company

Seeking advice on extending our service area, while our main GMB profile states SD County, we only rank in our neighborhood but we have the team to service much more jobs. The boss wants us to get addresses in these hot territories within the county and use call rail numbers to validate the GMB profile. Question: Does this still work? Will it catch up with us?
