Stuck in "Bing Jail": Discovered but not crawled (Live Test is all Green) – Any Fix?

I’m running into a frustrating issue with Bing Webmaster Tools and was hoping someone here has cracked the code on this.

The Situation:

  • Status: "Discovered but not crawled"
  • Error Message: "URL cannot appear on Bing. The inspected URL is known to Bing but has some issues which are preventing indexation."
  • The Twist: When I run a Live Test in Bing Webmaster Tools, every single check is Green. There are no robots.txt blocks, no 'noindex' tags, and the page loads perfectly for the bot.
  • Discovery Date: 12 Dec 2025 (It's been sitting like this for over two weeks).
  • Context: The site is indexed on Google, but Bing seems to be "ghosting" it.

What I’ve tried so far:

  1. Double-checked robots.txt and sitemaps (all clean).
  2. Verified there are no manual actions or malware flags.
  3. Requested indexing manually (multiple times).
  4. Ensured content is unique and high-quality.

Has anyone dealt with this "Discovered but not crawled" loop when the live test shows no errors? Is this a "wait and see" situation ?

Would appreciate any insights or "voodoo" fixes that worked for you!

Clients site has a weird issue with 302 redirects that I haven't seen before.

Site is in Drupal, hosted on Amazon CDN & Cloudflare. So here's a quick breakdown: The site itself works normally. It's a bit dated, but you can click on links and navigate around as you'd expect. Seeing no obvious issues, I run a Screaming Frog crawl to begin my audit. Only 5 pages were picked up by the crawl which was super weird, since all internal links are regular html and there shouldn't be any issues. So I go through the site and manually collect a bunch of URLs, which I submit to SF again as a list. Every single link bar the 5 originally crawled return a 302, with the 'redirect' pointing back to the home page. Except as I said, those pages don't browser redirect. Browser side, they work fine. I guess they redirect the crawl bot though, since the rest of the site is functionally invisible. Other tools I've looked at say that the pages return simultaneous 302 and 200s, which doesn't make too much sense. These 302s are also old enough ...
