Blog vs landing page

Sorry for the likely ridiculous question. I'm just beginning to learn about SEO.

I'm putting a website together for a business-owner friend for free. He's not internet savvy but he wants to rank his business in search.

Can a simple page rank for a local keyword or do we have to maintain a blog in order to rank?
