Who is the decision maker for implementing backlinks?

The company I work for gave me quite a difficult target. A combined domain authority of 1000 for our .com domain and 1200 for our foreign domains.

As I am preparing my outreach strategy, I stumbled upon an issue which is who should I reach out to. Is it the marketing manager, web designers?

Apologies upfront if this is a weird question, but I'm not so long in this game so I'm hoping to get some help :-).

GMB territory inching with service company

Seeking advice on extending our service area, while our main GMB profile states SD County, we only rank in our neighborhood but we have the team to service much more jobs. The boss wants us to get addresses in these hot territories within the county and use call rail numbers to validate the GMB profile. Question: Does this still work? Will it catch up with us?
