How to make best use of all the locations for a local business?

Hi everyone,

I am stuck in a situation and need your help.

I manage a local business based in New Jersey. Our site has done pretty much well since I joined here and we have a lot of organic progress.

Now the problem is we are ranking for some keywords like

______ service in New Jersey Best ______ service in New Jersey

and similar related keywords.

But the issue is we donot rank for keywords like

____ service in Newark/Hoboken etc.

These are basically cities in New Jersey. Most people search for best service in [city name] and not for best service in [state name]

What's the right approach I should take here ?

We have a single office in Newark basically so I cannot build location specific pages because there is not much info to add on them and I donot want the site to look fishy.

Some of our competitors are using canonical with different domains and same content targeting particular cities of state ?

Has anyone had been in a similar scenario before ? Any tips or guidance are appreciated

The google review thing is insane I have gotten 2 legit verified reviews that i ask client to screenshot and observe goolge not post them, pretend like they never happened and when i sent them the image a policy message was sent . As I was browsing through the google forum a lot of ppl are getting hit with legit reviews being removed. While all this is going on i have observe a company go from 12 reviews to 65 reviews in a two month period with some stuff that dont make sense on some of them.
