How to find emails of the Webmasters if it's hidden?

I was having a telephonic interview for a SEO agency and was asked this question-

How to find contact details of the Webmasters if its hidden or if those websites doesn't have a "contact us" page on a mass scale for an outreach campaign?

I suggested scrapebox, social media pages of the websites and whois lookup to get the required details but the interviewer was not impressed by my answer as they can't be used always due to multiple reasons and wanted a solid answer from my side.

Do you have any workaround for such conditions?

GMB territory inching with service company
