Tired of getting ripped off by overseas SEO people

I am looking for SEO help and I have hired multiple people off Upwork and its always the same story. They charge between 700-1000 dollars to do "link building" and then at the end of each month they send me some xls file with links on spammy websites.

Is there any way to find the guys on Upwork that do good work?

GMB territory inching with service company

Seeking advice on extending our service area, while our main GMB profile states SD County, we only rank in our neighborhood but we have the team to service much more jobs. The boss wants us to get addresses in these hot territories within the county and use call rail numbers to validate the GMB profile. Question: Does this still work? Will it catch up with us?
