Discovered - Not Indexed - Google Search Console

Hello fellow SEO's,

I've been struggling with one of my pages becoming indexed. I checked to make sure doesn't have a no index tag and then went along and I've submitted it to GSC. I had to submit it more than once after a decent amount of time had passed without any additional feedback.

It's been several months at this point and now when I submit the url to GSC it states "Discovered - currently not indexed." So Google decided to not publish this page in the SERPs?

GMB territory inching with service company

Seeking advice on extending our service area, while our main GMB profile states SD County, we only rank in our neighborhood but we have the team to service much more jobs. The boss wants us to get addresses in these hot territories within the county and use call rail numbers to validate the GMB profile. Question: Does this still work? Will it catch up with us? OR is there a better way to rank in a territory for a service.
