What comes under SEO Actionable plan?

I have been promoted as seo manager and my employer asked for seo actionable plan ppt, i made a plan which had: 1. Current website standing 2. Keywords we are ranking 3. Top 10 landing pages 4. Competiton analysis traffic n website standing 5. Our vs competitor social standing 6. Keywords we should target 7. Offfpage activity we should do

But my employer told me this is seo audit but not a Seo actionable plan. Please help me understand what i am lacking and how to do it.

GMB territory inching with service company

Seeking advice on extending our service area, while our main GMB profile states SD County, we only rank in our neighborhood but we have the team to service much more jobs. The boss wants us to get addresses in these hot territories within the county and use call rail numbers to validate the GMB profile. Question: Does this still work? Will it catch up with us?
