Are citations that are indexed by Google more helpful than citations that are not?

I recently watched a YT video from Sterling Sky/Joy Hawkins on tests they ran to see if backlinks and citations impact rankings for local businesses. Their tests suggest that they do. One interesting point Joy made was that if Google does not index your specific citation URLs, they're not providing any value.

Has anyone seen evidence that this is true through your SEO experience? If that's the case, most of the citations like HotFrog, Brown Book, etc. that companies like Uberall and Yext aggregate to... are of little value.

GMB territory inching with service company

Seeking advice on extending our service area, while our main GMB profile states SD County, we only rank in our neighborhood but we have the team to service much more jobs. The boss wants us to get addresses in these hot territories within the county and use call rail numbers to validate the GMB profile. Question: Does this still work? Will it catch up with us? OR is there a better way to rank in a territory for a service.
