SEO when changing business name & domain

Can anyone share some insight into SEO best practices when a business is switching its domain and business name?

Should 301 redirects be set up from all old URLs to their new domain equivalent? Does this mean that these redirects will be lost when the subscription for the old domain ends?

Should a new sitemap be submitted to Google, or is there a proper way to alert Google the domain is moving?

GMB territory inching with service company
