Is it ok to use my main keyword in every headline of a blog post?

I know there is such a thing as keyword stuffing that can affect your SEO ranking, but why haven't I heard any accusatory harangue on every headline of a blog post as bad SEO practice? Does it make ok to put the keyword in in every headline of a blog post then? I still edit for publications -- and that's where I get creative in terms of headline writing compared to corporate blogging where they insist on using the same keyword in every headline of a blog post. What's the rule on this?

Of course, I will vary the keyword use in every headline but does using the keyword in every headline affect the SEO of the website?

GMB territory inching with service company
