Is Cloud Stacking Considered Black Hat, Grey Hat, or Safe SEO?

I’m looking for some clarification from the SEO community on where cloud stacking falls on the spectrum of white/grey/black hat SEO.

I include cloud stacks in my SEO packages and typically build around 14 per month for a single topic/keyword set. Each cloud stack I create contains: • Completely unique copy • Unique images • The client’s Google Business Profile map embedded on the page • A unique FAQ section • Social profiles linked in the footer • Hosted across major cloud platforms

From everything I’ve read, cloud stacks seem to sit somewhere between white hat and grey hat, depending on how they’re executed—but opinions vary a LOT.

So I’m curious:

Is this considered black hat or grey hat in 2025? Is it still safe and effective when built with unique content and proper structure, or is this something Google might crack down on?

GMB territory inching with service company
